The word cohort is a military term. Each cohort is a group of about 600 soldiers, which is a tenth of a legion. Most likely, Matthew is referring to all the soldiers who were stationed in Jerusalem. If it would be helpful in your language, you could use a comparable military term in your language or a more general term.
