If your readers would not be familiar with this type of structure, you could use the name of something similar in your area or you could use a more general term. The word cohort is a military term. Each cohort is a group of about 600 soldiers, which is a tenth of a legion. Most likely, Matthew is referring to all the soldiers who were stationed in Jerusalem.
