Moses is using the adjective haters as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [and those who hate him]

Moses is speaking of people opposing the tribe of Levi as if they were physically rising up against them. This was a common expression meaning to rebel or attack.
