If you would not use a rhetorical question for this purpose in your language, you could translate his words as a statement or an exclamation and communicate the emphasis in another way. Alternate translation: “Aaron and I cannot give you what you want.”

The people were complaining against Moses and Aaron, who were Yahweh’s servants. So by complaining against them, the people were really complaining against Yahweh.
