OET (OET-LV)and_ god _he/it_said let_them_swarm the_waters swarming_thing[s]_of creature[s] living and_bird let_it_fly above the_earth/land on the_surface_of the_firmament_of the_heavens.

OET (OET-RV)Then God said, “Let the waters be full of with swarms of living creatures, and let birds fly in the sky above the earth.”

uW Translation Notes:

Note 1 topic: writing-quotations

וַיֹּ֣אמֶר אֱלֹהִ֔ים

and=he/it_said ʼElohīm

Alternate translation: [Then God commanded]

Note 2 topic: writing-poetry

יִשְׁרְצ֣וּ הַמַּ֔יִם שֶׁ֖רֶץ נֶ֣פֶשׁ חַיָּ֑ה

let_them_swarm the=waters swarm(n) creature living

For emphasis, the speaker is using a construction in which a verb and its object come from the same root. You may be able to use the same construction in your language to express the meaning here. Alternatively, your language may have another way of showing the emphasis. Alternate translation: [I command the water to be full of large groups of living creatures] or [I command there to be large numbers of water animals that live everywhere in the water]

וְעוֹף֙ יְעוֹפֵ֣ף

and=bird let_him/it_fly

The Hebrew word for birds can also be more general and refer to “winged/flying creatures,” which includes birds, bats, flying insects and even flying reptiles that are now extinct. Consider whether it is better in your language to begin a new sentence here. Alternate translation: [and let there be birds that fly] or [Also let there be winged creatures that fly]

עַל־הָאָ֔רֶץ עַל־פְּנֵ֖י רְקִ֥יעַ הַשָּׁמָֽיִם

on/upon/above/on_account_of//he/it_went_in the=earth/land on/upon/above/on_account_of//he/it_went_in face/surface_of firmament_of the=heavens

Alternate translation: [above the earth, through the air] or [across the sky above the earth]

TSN Tyndale Study Notes:

1:14-31 On days 4–6, God filled the domains that had been formed during days 1–3 (1:3-13).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
