The author assumes that readers will know that the Israelites practiced the custom of Levirate marriage, which meant that if a man died without any children, it was his oldest brother’s duty to marry his widow. That way, they could produce a son who would carry on the deceased man’s family line and inherit his estate (See: [Deuteronomy 25:5–6](../../deu/25/05.md)). You could say that explicitly if that would be helpful to your readers.
