מֵ⁠אֶ֥רֶץ מֶרְחָ֖ק מִ⁠קְצֵ֣ה הַ⁠שָּׁמָ֑יִם

from,a_land_of distant from,the_end_of the=heavens

These two phrases from a land of distance and from the end of the heavens mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [from a very distant land]

וּ⁠כְלֵ֣י זַעְמ֔⁠וֹ

and,the_weapons_of his_indignation_of,his

Isaiah is speaking of the soldiers whom Yahweh is sending as if they were the weapons of his indignation. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [and the soldiers he is sending in his anger]

If your language does not use an abstract noun for the idea of indignation, you could express the same idea in another way. Alternate translation: [his anger]

לְ⁠חַבֵּ֖ל

Here, to marks destroy all of the land as the goal or purpose of Yahweh and the weapons of his indignation coming from distant lands. Use a connector in your language that makes it clear that this is the purpose. Alternate translation: [so that they can destroy]

כָּל־הָ⁠אָֽרֶץ

all/each/any/every the=earth/land

Isaiah says all of the land as an extreme statement for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [the entire land]
