Yahweh is using the question form to rebuke the leaders for oppressing his people. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. The phrase the declaration of the Lord, Yahweh of Armies closes a direct quotation by identifying the speaker. In your translation, use a natural way of attributing direct quotations in your language. Alternate translation: [thus declares the Lord Yahweh of Armies]
