Isaiah is speaking of Israel’s leaders as if they were dogs with such a strong appetite that they do not know satiety, that is, they are never satisfied. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [And these leaders are greedy; they are never satisfied]

If your language does not use an abstract noun for the idea of satiety, you could express the same idea in another way. Alternate translation: [when they are satisfied]

Isaiah is speaking of Israel’s leaders as if they were shepherds who do not know to discern, that is, who fail to guide and protect the people as a shepherd cares for sheep. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [And they are leaders who do not know how to guide the people]

Isaiah is speaking of the conduct of the leaders as if it were a road, saying that they have all turned to their way. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [All of them do as they please]

Isaiah says All of them as an extreme statement for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [Nearly every one of them]

אִ֥ישׁ לְ⁠בִצְע֖⁠וֹ מִ⁠קָּצֵֽ⁠הוּ

Isaiah is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [each man has turned to his own gain, every one of them]
