Here, going to and touches both refer to someone having sex with another person. This is a polite way of referring to something that is offensive or embarrassing in some cultures. Alternate translation: “is the one who has sexual relations with … one who has sexual relations with her” or “is the one who sleeps with … one who sleeps with her”
