When he says that they clean the outside of these dishes, he means that they make sure that they appear to be doing what is right. When he says that inside the dishes are full of greed and lack of self-control, he means that they are full of these things. If it would be helpful for your readers, you could express the idea in simile form or state the meaning plainly.
