reIsaiah is making a conditional statement that sounds hypothetical, but he knows that the condition is not true. Yahweh of Armies did leave a remnant. He is stating it as a condition to show that Israel was not completely destroyed like Sodom and Gomorrah. Use a natural form in your language for introducing a condition that the speaker believes is not true. Alternate translation: [Yahweh of Armies has left us a remnant to survive, so we will not be destroyed like Sodom and Gomorrah]
