Yahweh is using the question form to rebuke the people for bringing him so many sacrifices, which he does not desire. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [The multitude of your sacrifices means nothing to me.]

The phrase the blood of bulls and lambs and male goats is placed before the verb for emphasis. If it would be more natural in your language, you may want to put the information about the sacrifices before the information about Yahweh’s response. Alternate translation: [and I do not delight in the blood of bulls and lambs and male goats]
