The phrase thus says the Lord, Yahweh of Armies introduces a direct quotation of what Yahweh says. In your translation, use a natural way of introducing direct quotations in your language.

The phrase translated as May you not be afraid is an imperative, but it communicates encouragement rather than a direct command. If the imperative does not communicate this for your readers, then use a form in your language that communicates encouragement. Alternate translation: [You do not need to be afraid]

Isaiah is speaking as if the Assyrian oppression consisted of being struck with the rod and having a staff lifted against the people. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly.
