49:28 These prophecies are broad in scope, foretelling the future of the different tribes in general terms. Individuals, by faith and obedience, could find great blessing from God regardless of what happened to their clan.
כָּל אֵ֛לֶּה שִׁבְטֵ֥י יִשְׂרָאֵ֖ל שְׁנֵ֣ים עָשָׂ֑ר

This clause refers back to Jacob’s sons who are mentioned in verses 1-27. Alternate translation: “Those twelve sons are the forefathers of the twelve tribes that came from Israel,”
וְ֠זֹאת אֲשֶׁר דִּבֶּ֨ר לָהֶ֤ם אֲבִיהֶם֙
