One who is “raised up” is proud and considers himself better than other people. If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “who is proud and who raises himself above other people” or “who is proud and thinks that he is better than other people” (See also: figs-metaphor)

Someone who is arrogant speaks and acts as if he is better than other people. These two phrases have similar meanings and are used together to emphasize that Yahweh will punish them.
