Structure and Formatting

The title of this oracle says that it is about Damascus, meaning the Aramean kingdom whose capital was Damascus. However, it is actually about that kingdom and the northern kingdom of Israel. It treats them together because they had made an alliance to oppose the growing influence of Assyria, and they were invading Judah to try to force that kingdom to join them. As the prophecy develops, the emphasis shifts toward the northern kingdom of Israel, which it calls Ephraim, since Isaiah’s primary concern is Israel’s covenant unfaithfulness to Yahweh.
