Isaiah is speaking as if authority and rule were a physical burden that could be placed on someone’s shoulder. He says the dominion will be on his shoulder to express that the child will bear responsibility for ruling. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the child will bear responsibility for ruling]
