This phrase refers to the people living on the earth. Consider whether or not you need to make that explicit in your language. See how you translated a similar metonymy (“all the land”) in verse 55. Alternate translation: “In fact, people from all over the earth”

בָּ֣אוּ מִצְרַ֔יְמָ⁠ה לִ⁠שְׁבֹּ֖ר אֶל יוֹסֵ֑ף
