3:11, you: You is plural
3:11-21, It is disputed whether verses 11-21 are Jesus' words or a narrative interlude by the author. Most regard all of the verses 13-21 are quoting Jesus, while some believe a narrative interpolation begins at verse 11, 13, or at verse 16. The indication that it might begin here is (1) “you” is in the plural both in verses 11 and 12, (2) “we speak what we know and testify what we have seen” contains 4 plural verbs and, (3) “our” is plural in reference to “our testimony.” According to UBS Handbooks for New Testament (20 Vols.) (John 3:11), “The shift from singular to plural should be carefully noted. The verse begins with the first person singular (I) addressing the second person singular (you). The shift is then made to the first-person plural (we... our) addressing the second person plural (none of you). A number of theories exist as to why this shift is made, but the most probable solution is that John has shifted the time perspective from Jesus' day to the time in which he writes his Gospel. If so, then 'we' represents the Christian believers of John's own day who are in dialogue with the Jews represented by 'you' (plural).”

“Belief” in the Gospel of John
Believing occupies a central place in John’s Gospel. John does not use the noun faith that appears frequently elsewhere in the New Testament (e.g., see Matt 8:8-10; Mark 11:22; Acts 20:21; Rom 1:17; 3:27-31; 4:3-5; Heb 11:1-39; Jas 2:14-24; 1 Pet 1:5-7). John prefers the verb believe to underscore that faith is not simply a static dogma, but is dynamic, requiring action. In John’s Gospel, “believing” in Jesus is the trait of all true disciples.
In the Gospel of John, the verb translated “believe” is often followed by the Greek preposition eis (“into”). No parallel exists for this combination in ancient Greek usage. For John, faith is not a status, but an investment in the person of Jesus. Faith means accepting who Jesus is and what he claims to be. Faith constitutes a commitment to let his call change the way we live. Faith is the work God wants from us (John 6:29), demonstrated as we abide in Jesus’ word, as we love him, and as we obey his commands (John 8:31; 15:1-17; see 1 Jn 5:10).

When Jesus says we and our in this verse, he was not including Nicodemus. Jesus used these pronouns as a contrast to Nicodemus saying we in 3:2. While Nicodemus used we to refer to himself and the other Jewish religious leaders, Jesus could have been referring to: (1) himself and his disciples. Alternate translation, as in the UST: “my disciples and I speak what we know … our testimony” (2) himself and the other members of the Godhead. Alternate translation: “the Father, Spirit, and I speak what we know … our testimony”
