ULT I myself will gather the remnant of my flock from all of the lands where I have driven them, and I will return them to a grazing place, where they will be fruitful and increase.

23:3 As a good shepherd, the Lord would gather the exiles and place them in their own sheepfold, the land of Judah. There, they would be fruitful and increase in number (cp. Gen 1:28; 17:6-8).
