Solomon is speaking as if David had performed a symbolic action against his enemies. In this culture, victorious soldiers would make defeated enemies lie face down on the ground, and they would then step on their necks to demonstrate their complete triumph (as in [Joshua 10:24](../../jos/10/24.md), for example).
