33:18 This verse has been expanded to supply clarity to what seems to be the intended meaning—that the Assyrian officials who had been brought in expectation of a victory over Jerusalem have all disappeared.

Isaiah is using the question form to emphasize that the oppressor who once weighed tribute is now gone. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation.
