The pronoun he refers to the person described in the previous verse who walks in righteousness and speaks what is upright. The pronoun is repeated for emphasis. It may be helpful to clarify this for your readers. Alternate translation: [the one who walks in righteousness, he will stay]

Isaiah is speaking as if the safety God provides for the righteous person were literally enabling him to stay on the heights. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [this person, he will be kept safe]

Isaiah is using the possessive form to describe strongholds that are located on cliffs. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [strongholds on the cliffs]
