TSNTyndale Study Notes:

41:2 This king from the east was Cyrus, the Persian king who conquered Babylon in 539 BC and permitted the Jews to return to their land and rebuild Jerusalem (538 BC; Ezra 1:1-4). Isaiah’s prophecies about Cyrus (see Isa 44:28–45:13; 48:14-15) encouraged Israel to look to the Lord as sovereign over all of human history, including the actions of great kings.
• Who gives this man victory over many nations? As victorious as the conquering Cyrus was, he was still subject to the Lord.

UTNuW Translation Notes:

(Occurrence 0) Who has stirred up one from the east, calling him in righteousness to his service?

(Some words not found in UHB: who? stirred_up from,east righteousness summoned,him to,service,his he/it_gave in,presence,him nations and,kings subdues he/it_gave like_the,dust sword,his like,stubble wind-driven bow,his )

Yahweh uses this question to emphasize that he is the one who caused this ruler from the east to be victorious. Alternate translation: “I am the one who called this powerful ruler from the east and put him in my good service.”

(Occurrence 0) He hands nations over to him

(Some words not found in UHB: who? stirred_up from,east righteousness summoned,him to,service,his he/it_gave in,presence,him nations and,kings subdues he/it_gave like_the,dust sword,his like,stubble wind-driven bow,his )

Alternate translation: “I give the nations over to him” or “The one who does these things hands nations over to him”

Note 2 topic: figures-of-speech / metaphor

(Occurrence 0) He turns them to dust with his sword, like windblown stubble with his bow

(Some words not found in UHB: who? stirred_up from,east righteousness summoned,him to,service,his he/it_gave in,presence,him nations and,kings subdues he/it_gave like_the,dust sword,his like,stubble wind-driven bow,his )

Turning them to dust and stubble is a metaphor or exaggeration for completely destroying everything the people of these nations have made. The armies of one from the east will conquer these nations and scatter the people easily. (See also: figs-simile and figs-hyperbole)
