Yahweh actually means to communicate the opposite of the literal meaning of what the people are saying here. They boast of riding horses to escape, but Yahweh turns their words into a judgment: they will indeed flee, but as fugitives, and their pursuers will be even swifter. If a speaker of your language would not express this in this way, you could translate the meaning plainly. Alternate translation: [You said you would ride horses to flee, but instead you will flee in defeat; you said you would ride fast horses, but your pursuers will be faster]
