Here Yahweh is telling Isaiah to speak of Eliakim’s family members’ dependence on his position as if they were objects hanging on a peg. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [And they will depend on him for all the glory]

Yahweh is using the possessive form to describe the glory that belongs to the house of his father. If a speaker of your language would not use the possessive form for this, you could express this idea in another way. Alternate translation: [the honor that belongs to the family of his father]

The terms the offspring and the descendants mean similar things. Yahweh is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [all of his descendants]
