MSG(16-21)This is what God says,
  the God who builds a road right through the ocean,
  who carves a path through pounding waves,
The God who summons horses and chariots and armies—
  they lie down and then can’t get up;
  they’re snuffed out like so many candles:
“Forget about what’s happened;
  don’t keep going over old history.
Be alert, be present. I’m about to do something brand-new.
  It’s bursting out! Don’t you see it?
There it is! I’m making a road through the desert,
  rivers in the badlands.
Wild animals will say ‘Thank you!’
  —the coyotes and the buzzards—
Because I provided water in the desert,
  rivers through the sunbaked earth,
Drinking water for the people I chose,
  the people I made especially for myself,
  a people custom-made to praise me.

NET“Look, I am about to do something new.
 ⇔ Now it begins to happen! [fn] Do you not recognize [fn] it?
 ⇔ Yes, I will make a road in the desert
 ⇔ and paths [fn] in the wilderness.

 ⇔ I have already started to do it;

UTNuW Translation Notes:

Note 1 topic: grammar-connect-time-sequential

הִנְנִ֨י עֹשֶׂ֤ה חֲדָשָׁה֙ עַתָּ֣ה תִצְמָ֔ח הֲל֖וֹא תֵֽדָע֑וּהָ אַ֣ף אָשִׂ֤ים בַּמִּדְבָּר֙ דֶּ֔רֶךְ בִּֽישִׁמ֖וֹן נְהָרֽוֹת

here,I producing new now springs_forth am=not do,you_know_it also/though make in,wilderness road/way_of in,a_desolate_place rivers

Yahweh will make a way in the wilderness as the next stage of the new thing that he is now beginning to do. Your language may have a connecting phrase that you can use to show this. Alternate translation: [Behold me, doing the new. Now it sprouts; do you not know it? Then I will make a way in the wilderness, rivers in the wasteland]

הִנְנִ֨י

here,I

Yahweh is using Behold me as a common expression of the culture to mean “Look at what I am about to do.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [Watch what I will do]

Note 2 topic: figures-of-speech / metaphor

עַתָּ֣ה תִצְמָ֔ח

now springs_forth

Here Yahweh is speaking as if the new thing he is doing were a plant that sprouts from the ground. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Now it is already happening]

Note 3 topic: figures-of-speech / rquestion

הֲל֖וֹא תֵֽדָע֑וּהָ

am=not do,you_know_it

Yahweh is using the question form to urge the people to recognize the new thing he is doing. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [you should know it.]
