The point of this comparison is that just as the growling of the sea is loud and overwhelming, so the sound of the invading army is terrifying and relentless. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [like the roaring of turbulent ocean waves]

Here Isaiah is speaking of the coming judgment as if it were darkness and trouble that one could look at and see. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [behold, invaders approaching, and people in distress]
