BrTrIn that day the Lord shall shave with the hired razor of the king of Assyria beyond the river the head, and the hairs of the feet, and will remove the beard.

7:20 shave off everything: your land, your crops, and your people: In the ancient Near East, forced shaving was an act of disgrace (see 2 Sam 10:4-5). Here it was a metaphor for the despoiling of the country.

Isaiah does not say whose head, hair, and beard the Lord is going to shave, but Ahaz and the reader would understand that this is a man; the man is a metaphor for the people living in the land of Judah.
