Isaiah says It will not dwell, to eternity and one will not inhabit, to generation and generation as an extreme statement for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [No one will ever live there again, and in all future generations no one will settle there]

ˊArāⱱī and,shepherds not lie_down there

Isaiah assumes that readers will know it is sheep which shephers will ot make lie down there. You could say that explicitly if that would be helpful to your readers. Alternate translation: [and shepherds will not make their sheep lie down there]
