The speaker is using the question form to emphasize that the righteous cannot do anything if the foundations of society are destroyed. If your language would not use the question form for that purpose, you could translate this as a statement. [If the foundations are destroyed, the righteous can do nothing.] or [If the foundations are destroyed, there is nothing the righteous can do.]

Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the principles of justice and morality are destroyed] or [the moral order has broken down]
