The psalmist is speaking of the control that wicked people had over Israel as if they were cords binding them, and God’s deliverance as if he cut those cords. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [he has freed me from the control of wicked people]
