The psalmist is using Man and man as a common expression of the culture to mean “each and every person.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [Each person was born in her] or [Person after person was born in her]

וְ⁠ה֖וּא יְכוֹנְנֶ֣⁠הָ עֶלְיֽוֹן

and=he he,will_establish_it most_high

The pronoun he refers to God Most High. The psalmist repeats the pronoun he for emphasis before naming the Most High directly. He is emphasizing that it is only God who can do this. IIf a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [God Most High himself will establish her]
