יִשְׂמַ֣ח יִשְׂרָאֵ֣ל בְּ⁠עֹשָׂ֑י⁠ו בְּנֵֽי־צִ֝יּ֗וֹן יָגִ֥ילוּ בְ⁠מַלְכָּֽ⁠ם

(Some words not found in UHB: glad Yisrael in,its_of,maker(s) sons_of Tsiyyōn/(Zion) rejoice in,king_of,their )

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Another approach would be to connect the phrases with a word that shows that the second phrase is repeating the first one, not saying something additional. See how you as a team have decided to translate the parallel phrases in the Psalms, and follow that approach here and throughout this psalm. Alternate translation: [Let all of God’s people rejoice greatly in their Maker and King]

The psalmist is saying what he wants Israel and the sons of Zion to do. See the discussion in the introduction to this book about “let” and “may” and follow the decision of your team of how a speaker will express in this context what he wants someone to do. Alternate translation: [Israel should rejoice in his Maker; the sons of Zion should be glad in their King]

בְּנֵֽי־צִ֝יּ֗וֹן

Here the psalmist is speaking as if the people of Zion were actually the sons of Zion. He means the people who live in Zion. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [the people of Zion]

Here the psalmist is speaking of God as if he were a king who rules over his people. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [the one who rules over them]
