David is speaking as if the Ziphites were actually foreigners, even though he and they belong to the same Israelite tribe of Judah, because they are not acting toward him with the loyalty that one would expect of kinsmen. When David says that these people have arisen, he does not mean that they have stood up from a sitting or lying position. He means that they have taken action, in this context hostile action.
