הֲ⁠לֹ֥א יָדְעוּ֮ פֹּ֤עֲלֵ֫י אָ֥וֶן אֹכְלֵ֣י עַ֭מִּ⁠י אָ֣כְלוּ לֶ֑חֶם

The psalmist is using the question form to express amazement that wicked people oppress others without recognizing that God will judge and punish them for doing that. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [They ought to know better, the doers of iniquity, the ones eating my people as they eat bread!]

The point of this comparison is that just as someone can eat bread easily and quickly, so these doers of iniquity readily oppress and exploit vulnerable people. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [the ones eating my people as readily as they eat bread]
