The psalmist is using the question form to express amazement that wicked people oppress others without recognizing that God will judge and punish them for doing that. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [They ought to know better, the doers of iniquity, the ones eating my people as they eat bread!]
