If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. In that case, you could express what God said as an indirect quotation. Alternate translation: [I said that you are gods]

Asaph is stating the pronoun I separately, even though the verb translated as I said already includes this meaning. He is doing that to emphasize that Yahweh is the one speaking. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [I myself said]

וּ⁠בְנֵ֖י עֶלְי֣וֹן

Asaph is speaking of these judges as if they were sons of the Most High, that is, as if they belonged to God’s family. He means that God had given them a share in his authority. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [and those who share the authority of the Most High]
