The psalmist is speaking of the effects of Yahweh’s action from the perspective of looking off as far as he can see in one direction, to one end of the earth. He is using that one direction to represent how Yahweh’s action will have effects in every direction. (While in verses 6 and 9 the term “earth” had a symbolic meaning, now that Yahweh has defeated the forces opposing his people, the “earth” has the sense of a literal place.) Alternate translation: [to the ends of the earth] or [throughout the earth]
