The terms scatters and gives mean similar things. The psalmist is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [He gives generously]

The psalmist is using the adjective poor as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [to anyone who is poor]
