uW Translation Notes:

Note 1 topic: figures-of-speech / metonymy

יְ֭הוָה לַמַּבּ֣וּל יָשָׁ֑ב וַיֵּ֥שֶׁב יְ֝הוָ֗ה מֶ֣לֶךְ לְעוֹלָֽם

YHWH (Some words not found in UHB: YHWH to,flood sits_enthroned and=he/it_sat_down//remained//lived YHWH king forever, perpetuity )

Here both times the word sits is used, it represents “ruling” as king since at that time kings sat on a throne from which they ruled, made decisions, and gave commands. If it would be helpful in your language, you could use an equivalent expression or plain language as in the UST.

Note 2 topic: figures-of-speech / explicit

יְ֭הוָה & יָשָׁ֑ב

YHWH& (Some words not found in UHB: YHWH to,flood sits_enthroned and=he/it_sat_down//remained//lived YHWH king forever, perpetuity )

David assumes that readers will know that sits means “rules as king.” You could say that explicitly if that would be helpful to your readers. Alternate translation: [Yahweh sits enthroned … as]

Note 3 topic: figures-of-speech / explicit

לַמַּבּ֣וּל

(Some words not found in UHB: YHWH to,flood sits_enthroned and=he/it_sat_down//remained//lived YHWH king forever, perpetuity )

The phrase the flood could refer to: (1) the water that is above the sky as in the UST, or (2) the great flood recorded in Genesis chapters 6–9 that God sent during the time of Noah. Alternate translation: [over the flood that covered the earth] or [over the Flood]
