דְּבָרַ֣⁠י יְעַצֵּ֑בוּ

The term that the ULT translates as matters can also mean “words.” So this could mean: (1) that the people David is describing are causing trouble in his affairs. Alternate translation: [they cause trouble in my affairs] or (2) that these people are figuratively reshaping, that is, distorting, what David says. Alternate translation: [they twist my words]

כָּל־מַחְשְׁבֹתָ֣⁠ם

David is saying all as an overstatement for emphasis. He is referring not to every thought that his Philistine captors have but to all of their thoughts about him. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [all of their thoughts about me]
