David is stating the pronoun they separately, even though the verb translated as they watch already includes this meaning. He is doing that to emphasize the personal role that his enemies are taking in watching him. (They are not appointing others as spies but doing the spying themselves.) If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the meaning here. Alternate translation: [they personally watch] or [it is they who watch]
