The psalmist is using a verbal form that expresses a resolution. In your translation, use an appropriate verbal form to indicate this. Alternate translation: [I will remember these, and I will pour out my soul within me]

The phrases Let me remember these and let me pour out my soul within me together express a single idea. The second phrase describes the circumstances under which the psalmist is encouraging himself to do what the first phrase describes.
