David is speaking of God’s covenant faithfulness and truth as if they were physical things that could extend from the earth to the clouds and the heavens. He means that these qualities of God are immeasurably great. If this image communicates well in your language, please use it. If not, you could express this as a comparison. The UST models one way to do that.
