יִשְׁלַ֤ח מִ⁠שָּׁמַ֨יִם ׀ וְֽ⁠יוֹשִׁיעֵ֗⁠נִי חֵרֵ֣ף שֹׁאֲפִ֣⁠י & יִשְׁלַ֥ח אֱ֝לֹהִ֗ים חַסְדּ֥⁠וֹ וַ⁠אֲמִתּֽ⁠וֹ

The two instances of the verb send in this verse are in a form that Hebrew writers could use to express either a statement or a wish. The verb reproach would conform to whichever sense the writer intended. At this point in this psalm of supplication, David still seems to be expressing his cry for help, so the ULT translates these verbs as expressing a wish. (See the introduction to this psalm.) However, David may also be making an anticipatory confident statement about what God will do. The original audience may have heard both nuances. Use the verbal form in your language that seems most suitable. Alternate translation: [He will send from the heavens and save me. He will reproach the one trampling me. … God will send his covenant faithfulness and his truth]

David is speaking as if someone were actually trampling on him and as if he wanted God to say something to make the person ashamed of doing that so that he would stop.
