The psalmist is repeating the pronoun You in order to intensify the emphasis on God himself. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [You yourself are] or [Truly you are]

The expression you are to be feared is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [you are fearsome] or [people must fear you]
