The psalmist is saying what he wants the priests and the faithful ones to do. See the discussion in the introduction to this book about “let” and “may” and follow the decision of your team of how a speaker will express in this context what he wants someone to do. Alternate translation: [Your priests should wear righteousness and your faithful ones should shout for joy]

Here the psalmist is speaking of righteousness as if it were clothing that the priests could wear. He means that the priests should be characterized by righteous behavior. If this image communicates well in your language, please use it. If not, you could state the meaning plainly. Alternate translation: [Let your priests be righteous in all they do]
