By the seas and the rivers David means the waters that existed before God created the dry land. David, and people in his culture, thought of the world as being founded and placed by God upon subterannean waters. You could say that explicitly if that would be helpful to your readers. Alternate translation: [For he has founded it upon the waters that were there before creation] or [For he has founded it upon the deep waters under the earth]
