The psalmist is speaking to his own soul as if he were speaking to another person who could hear him. He is doing this to emphasize how strongly he feels about waiting for God alone. If it would be helpful in your language, you could translate these words as if he were speaking directly to himself or expressing his own determination. Alternate translation: [I shall be silent before God alone] or [I tell myself to wait quietly for God alone]
