Here the psalmist is calling on the heavens, earth, and sea to respond with praise to Yahweh. This is the author’s way of expressing that all of creation should respond to Yahweh with joy and praise. See the discussion in the introduction to this book about “let” and “may” and follow the decision of your team on how you could express this with statements about what creation should do, as modeled in the UST.

By its fullness, the psalmist means all of the creatures that fill the sea. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [and all of the creatures that fill it]

This could mean: (1) the heavens and the earth represent those who dwell in those places. Alternate translation: [Let those who live in the heavens be glad and let those who live on the earth rejoice] or (2) the heavens and the earth are spoken of as if they had emotions like people have. Alternate translation: [The heavens should be glad and the earth should rejoice]
